NS assisted 77 rail-served industrial projects in 2019

Norfolk Southern Railway worked with 77 businesses that opened new or expanded facilities on its rail lines in 2019, the Class I announced today.NS customers across 16 states invested nearly $2 billion to develop 54 new and 23 expanded rail-served commercial projects, company officials said in a press release.The investment is expected to generate more than 62,300 carloads of new rail traffic annually for NS, they said."Industrial development activity in 2019 reflected modest, but steady, growth across our service area," said Chris Ingraham, assistant vice president of industrial development. "We saw a balanced mix of projects across our business markets, including chemicals, agriculture, metals and construction, and forest and consumer products. Going into 2020, we're encouraged as project activity remains steady and productive."Among the largest development projects last year were a fertilizer facility in Aurora, North Carolina; a butane export plant in Chesapeake, Virginia; a tissue manufacturing plant in Macon, Georgia; an asphalt facility in Chickasaw, Alabama; and an auto frame warehouse in Maumee, Ohio. NS works with customers and state and local economic development leaders to identify suitable rail-served sites and develop infrastructure that connects industrial development projects to its rail network. The Class I's industrial development department provides free and free and confidential facility-location services, including industrial park planning, site layout, track design and supply-chain analysis. Over the past 10 years, NS has participated in locating or expanding 974 industrial facilities that represent private investment of nearly $62 billion, company officials said.

House Democrats unveil $760B infrastructure plan

U.S. House Democratic leaders yesterday released the framework for a new $760 billion proposal to address the nation's growing infrastructure needs, including those related to rail.

Chairmen of the House committees on Transportation and Infrastructure (T&I), Energy and Commerce, and Ways and Means unveiled the plan, dubbed "Moving America and the Environment Forward," which they said would address the nation's massive infrastructure maintenance backlog and undertake projects that are "smarter, safer and made to last," according to a joint press release issued by the committees.

Alstom appointed Muslum Yakisan senior vice president in the Middle East and Africa; Benjamin Fitoussi, SVP of operations; and Thierry Best, chief commercial officer. Previously, Yakisan served as Siemens Mobility VP and the global head of commuter and regional trains and passenger coaches. Fitoussi most recently was chief operating officer and senior EVP for Nexans’ Europe and North America market. He also held numerous senior management roles at Alstom. Prior to his appointment, Best had been COO of Alstom since 2014, and has extensive experience in the rail industry, Alstom officials said in a press release.

Thales and Piper Networks completed a nine-month pilot of ultra-sideband (UWB) technology on MTA New York City Transit’s (NYCT) Flushing subway line. The pilot demonstrated the potential for UWB positioning technologies to integrate seamlessly with communications-based train control to improve system reliability and the speed of delivery for upgraded signaling systems, NYCT officials said in a press release.

Positive train control (PTC) was in operation on 98.5 percent of the required Class I route miles at the end of 2019, the Association of American Railroads (AAR) announced yesterday.

The nation's largest railroads remain on track to meet the federally mandated deadline of Dec. 31, 2020, for full PTC implementation, with several railroads already operating it across their entire required PTC footprint, AAR officials said in a press release.

NYCT returns Bombardier rail cars to service

MTA New York City Transit (NYCT) last week returned 298 Bombardier R179 rail cars to service after removing them from the subway fleet in response to two reports of door problems earlier this month.

LTK Engineering, NYCT and Bombardier Transportation completed inspections of and adjustments to all door systems. They also performed software upgrades and testing for the entire fleet.

USDOT grants $5.4 million to combat human trafficking

U.S. Transportation Secretary Elaine Chao yesterday announced $5.4 million in grant selections as part of the Federal Transit Administration's Human Trafficking Awareness and Public Safety Initiative

Under the initiative, 24 organizations — including five transit-rail agencies — will each receive funding for projects to help prevent human trafficking and other crimes on public transportation.

Canadian Pacific posts record revenue in Q4

Canadian Pacific today reported record revenue of CA$2.07 billion in fourth-quarter 2019, up 3 percent from CA$2.01 billion in the same period a year earlier. The Class I's Q4 diluted earnings per share (EPS) climbed 26 percent to $4.82 from $3.83 a year earlier. The adjusted EPS rose 5 percent to $4.77 from $4.55.CP posted a Q4 operating ratio (OR) of 57 percent, up 50 basis points compared with the previous year's mark.Net income for the quarter rose to CA$664 million from $545 million. Total operating expenses increased to CA$1.18 billion from CAS1.13 billion a year earlier."CP's strong operational performance and commitment to controlling costs enabled the railway to be successful despite headwinds to our bulk franchise," said CP President and Chief Executive Officer Keith Creel in a press release. "We continue to take a disciplined approach to sustainable, profitable growth — a plan rooted in the foundations of precision scheduled railroading. This approach in 2019 enabled CP to once again deliver its highest-ever revenues and the lowest-ever yearly operating ratio."For full-year 2019 compared with 2018, CP earned record revenue pf CA$7.79 billion, up 7 percent; a record diluted EPS of $17.52, up 29 percent; an adjusted diluted EPS of $16.44, up 13 percent; and an OR of 59.9 percent, an improvement of 140 basis points.Net income in 2019 was CA$2.4 billion, up from CA$1.95 billion in 2018.CP's full-year 2020 guidance calls for mid-single digit volume growth as measured in revenue ton miles and capital expenditures of CA$1.6 billion.

NS posts Q4 profit, revenue decline on lower volume

Norfolk Southern Corp. reported today fourth-quarter 2019 net income decreased 5 percent to $666 million, or $2.55 per diluted share, compared with net income of $702 million, or $2.57 per share, a year earlier.

The Class I's railway operating revenue declined 7 percent to $2.7 billion in the quarter, driven by a 9 percent decrease in total volume, NS officials said in a press release.

Strike, 'weak' freight demand hit CN's bottom line in Q4

CN yesterday announced that fourth-quarter 2019 financial results were affected by an eight-day labor strike and "weak" freight demand, posting decreases in revenue, earnings per share and operating income.

Revenue during the quarter compared with the previous year's quarterly results declined 6 percent to CA$3.6 billion; diluted earnings per share (EPS) fell 22 percent to CA$1.22, adjusted diluted EPS dropped 16 percent to CA$1.25; and operating income and adjusted operating income each tumbled 16 percent to CA1.2 billion and CA$1.25 billion, respectively.

Her husband, Tony Wayland, a retired member of BLET Division 620 (Fort Worth, Texas), died the next day, Jan. 21. He was 97. The couple lived in Mart, Texas.

California voucher plan targets cost of green off-road equipment

The California Air Resources Board on Friday will launch its Clean Off-Road Equipment Voucher Incentive Project (CORE) at the Port of San Diego to accelerate deployment of zero-emission off-road freight equipment.The new $44 million initiative targets equipment used at ports, distribution centers, airports and freight rail yards. The program's goal is to help lower the cost of purchasing such equipment, resource board officials said in a press release.CORE seeks to address climate concerns and cut emissions from an industry still reliant on heavy fossil fuel powered equipment. Businesses interested in buying or leasing clean, heavy-duty off-road equipment through CORE can receive point-of-sale vouchers of up to $500,00 per vehicle or piece of equipment.A project of the California Air Resources Board, CORE is administered by CALSTART and funded through proceeds from California Climate Investments.

Rail advocates back creation of Indiana Passenger Rail Commission

The Indiana Passenger Rail Alliance (IPRA) and the Northern Indiana Passenger Rail Association (NIPRA) are jointly sponsoring an initiative for Indiana to establish a statewide passenger-rail commission.The Indiana Passenger Rail Commission would focus on and coordinate the efforts of state advocacy and regional planning organizations to develop modern passenger-rail systems within Indiana. The commission would include officials from the Indiana Department of Transportation and the Northern Indiana Commuter Transportation District, IPRA officials said in a press release.To create the commission, the Indiana General Assembly would have to include the proposal in its summer study sessions, which would allow the IPRA and NIPRA to have draft legislation ready to be introduced during a future General Assembly session.

The Los Angeles County Metropolitan Transportation Authority (LA Metro) is seeking public input on three light-rail alternatives the agency is evaluating as part of the Eastside Transit Corridor Phase 2 project that will extend the Gold Line.

Next month, LA Metro will host meetings in East LA, Rosemead and Montebello, California, to gather input on the possible light-rail routes, LA Metro officials said in a press release.

ARCI: 2019 rail-car deliveries beat 10-year average

American Railway Car Institute (ARCI) builders finished 2019 with deliveries totaling 58,026 units, exceeding the 10-year average of 50,524 units, the Railway Supply Institute's ARCI Committee announced yesterday.The fourth-quarter 2019 deliveries of 14,727 units beat deliveries posted in Q4 2018 (13,462), as well as those posted in Q3 2019 (14,571), according to ARCI data.However, orders for full-year 2019 came in at 37,196 units, about half of the reported orders for the previous year. Orders in Q4 2019 totaled 8,464 units, showing "continued weakness" but still slightly better than the 7,315 units ordered in Q3 2019, ARCI officials said in a press release.Still, Q4 2019 orders were less than half of those at year-end 2018, they said.Meanwhile, the year-end rail-car backlog stood at 51,295 units, down 36 percent from 2018's level."Builder backlogs are across all major car types with the majority of the backlog in tank cars, followed by covered hoppers," ARCI officials said. "Builders are seeing a shift out of the smaller cube covered hoppers into the midsize covered hopper and continued demand for larger non-pressure tank cars."

MBTA to boost Fairmount commuter-rail capacity

The Massachusetts Bay Transportation Authority's (MBTA) Fiscal and Management Control Board yesterday approved a $1.2 million, 12-month pilot program to add eight weekday trips to the Fairmount commuter-rail line in Boston.

Beginning in May, the agency will add four inbound trains at Readville Station and four outbound trains leaving South Station.

Lawmakers seek Amtrak policy review after wheelchair users were quoted $25,000 ticket price

U.S. Sens. Tammy Duckworth and Richard Durbin and U.S. Rep. Jesus Garcia are calling on Amtrak to review its policies on disability accessibility after two passengers who use wheelchairs were initially told they'd have to pay $25,000 to arrange for accommodations for their group to travel from Chicago to Bloomington-Normal, Illinois.

In a letter sent yesterday to Amtrak President and Chief Executive Officer Richard Anderson, the Illinois Democrats asked Amtrak to conduct a comprehensive review of its national disability and accessibility polices and then institute new ones "that go above and beyond the bare minimum federal requirements to establish Amtrak as the premier transportation option for all travelers, particularly passengers with disabilities."

New Jersey Gov. Phil Murphy last week recognized New Jersey Transit for marking a record number of locomotive engineer training classes running concurrently. 

Between 2019 and 2020, seven classes of locomotive engineers will graduate from the NJ Transit’s 78-week training program — the same number of classes that graduated in the previous five years combined, NJ Transit officials said in press release from Murphy’s office.
