Chicago Transit Authority’s (CTA) board last week approved a $38.3 million contract for T.Y. Lin International Great Lakes Inc. to provide planning and preliminary engineering services for the Red Line extension project

Under the contract, the firm will prepare a final environment impact statement for the project that will extend CTA’s Red Line 5.3 miles between 95th and 130th streets in Chicago.

CN officials announced the company supports the decision by Canada's Transport Minister Marc Garneau to amend his Feb. 7 order that restricted the speed of trains hauling dangerous goods on all of the nation's railway networks.

The initial order reduced by at least a third CN's overall network capacity for all trains, even those not carrying dangerous goods, CN officials said in a press release.

French train manufacturer Alstom announced yesterday that it has signed a memorandum of understanding (MOU) to acquire Canada-based Bombardier Inc.'s rail business for $6.2 billion to $6.7 billion.The acquisition will be funded with a mix of cash and new Alstom shares. The acquisition aims to offer the combined companies strengthened product lines and strategic industrial capacity, as well as address "the ever increasing demand for sustainable mobility," Alstom officials said in a press release."Bombardier Transportation will bring to Alstom complementary geographical presence and industrial footprint in growing markets, as well as additional technological platforms. It will significantly increase our innovation capabilities to lead smart and green innovation," said Henri Poupart-Lafarge, chairman and chief executive officer of Alstom.Alstom also will further develop Bombardier Transportation's presence in Quebec."We see great geographic and product complementarity with potential to translate into increased capacity to respond to the growing global demand for rail," said Danny Di Perna, president of Bombardier Transportation, in a press release. With a shared commitment to the next generation of green and digital rail solutions, a combined company would benefit from economies of scale resulting into improved investment and innovation capabilities, and a streamlined investment pipeline.”Selling its rail business will allow Bombardier Inc. to focus exclusively on its aviation business and accelerate its deleveraging, Bombardier officials said.

Stadler Rail entered into a $914 million contract with Nexus to supply and maintain 42 trains for the Tyne and Wear Metro in northeast England. Under the contract, Stadler will also construct a new maintenance facility where it will maintain the trains for 35 years. The new trains will replace Tyne and Wear Metro’s existing fleet by 2024, Stadler officials said in a press release. 

VLS Recovery Services appointed John Magee chief executive officer. He succeeds VLS founder Mike Dilick, who has transitioned to an oversight and advisory role as a VLS board member. Magee joined the rail-car cleaning company from Crane Worldwide Logistics, where he served as president and CEO for 11 years.

The Reading & Northern Railroad and its sister railroad Lehigh Gorge Scenic Railway will resume passenger train rides into and out of Jim Thorpe, Pennsylvania, after resolving a local tax dispute.

The railroad's decision to restart the train service followed months of discussions with local government officials, company officials said in a press release.

USDOT grant to help fund new rail spur at Louisiana port

The U.S. Department of Transportation (USDOT) will award a $13.4 million grant to the Port of South Louisiana for a project to make improvements to the Globalplex Intermodal Terminal, including a new rail spur connection, U.S. Rep. Garret Graves (R-Louisiana) announced earlier this week.

The grant will come from the Port Infrastructure Development Grant Program, which is administered by the USDOT's Maritime Administration, according to a press release issued by Graves' office.

FTA to provide $7.3 million in transit-rail safety research grants

The Federal Transit Administration (FTA) has made available $9.3 million in research funding for projects aimed at improving transit-rail and bus operator safety, the agency announced yesterday.The funding includes $7.3 million for projects that demonstrate and evaluate new technologies, safer designs and practices to improve transit-rail safety; and $2 million for projects that redesign bus operator compartments to improve safety for bus operators and their passengers, FTA officials said in a press release.Two notices of funding opportunity (NOFO) were published this week in the Federal Register.Under the Safety Research and Demonstration Program 2020 NOFO, the $7.3 million will go toward research projects that mitigate trespassing hazards on transit-rail systems and improve the operational safety of shared corridor fixed guideway systems, including grade crossing safety. The NOFO also will support innovative projects that demonstrate advanced technologies to improve transit-rail safety.Proposals are due March 24.Eligible applicants include public transportation providers, state and local government entities, nonprofit organizations and colleges. Applications will be evaluated based on criteria listed in the NOFOs, FTA officials said.“We are committed to working with the transit industry to improve the safety of our nation’s public transportation systems,” said FTA Acting Administrator K. Jane Williams. “We look forward to supporting innovative new designs and projects that will better protect transit employees and passengers alike, as well as improve the overall safety and reliability of the service.”

Acela to begin high-speed testing on next-gen Acela train

On Feb. 17, Amtrak is sending the first of its 28 new Acela trainsets to the Transportation Technology Center near Pueblo, Colorado, for high-speed testing.

The trainset will undergo nine months of dynamic testing, including the train’s pantograph, railway dynamics, tilting, traction, slip/slide and wayside protection brakes, and train control management systems, Amtrak officials said in a press release.

CN yesterday announced it has initiated a "disciplined and progressive" shutdown of its operations in Eastern Canada until protest blockades on its lines in Ontario are removed, company officials said in a press release.

The shut down will include stopping and securing all trans-continental trains across its Canadian network, including intercity VIA Rail service. The Metrolinx and Exo commuter-rail services will not be impacted, CN officials said.

Connecticut DOT launches mobile ticketing app for CTrail

The Connecticut Department of Transportation (CTDOT) earlier this week launched a mobile ticketing application for riders on the CTrail Hartford and Shore Line East lines. 

CTrail eTix allows riders to purchase and store train tickets on a smartphone. Once riders board the train, they can activate the tickets and show it to the train conductor as proof of payment, CTDOT officials said in a press release issued by Connecticut Gov. Ned Lamont’s office.

NYCT retires 1960s rail cars

MTA New York City Transit (NYCT) yesterday retired the last remaining R-42 subway cars from service, ending a 51-year run. 

The R-42 units were built by St. Louis Car Co. and delivered to the Metropolitan Transportation Authority (MTA) starting in 1969. Eventually, the NYCT subway fleet totaled 400 R-42 rail cars, NYCT officials said in a press release.

U.S. railroads post traffic decline; Canadian, Mexican railroads post gains in Week 6

While U.S. freight railroads' traffic slump continued during the week ending Feb. 8, Canadian and Mexican railroads reported traffic increases, according to Association of American Railroads (AAR) data.

U.S. railroads logged 485,329 carloads and intermodal units for the week, down 6.6 percent compared to the same week last year. The railroads hauled 232,116 carloads, down 4.2 percent, and 253,213 intermodal containers and trailers, down 8.8 percent.

The Federal Transit Administration (FTA) earlier this week announced it has rated the Hudson River rail tunnel rehabilitation project a "medium-low" priority, a designation that serves to delay the project's eligibility for federal funding under the Capital Investment Grant program.

Last year, the Port Authority of New York and New Jersey (PANYNJ), Amtrak and New Jersey Transit submitted a revised application for funding, including a proposal to lower the project's cost by $1.4 billion and decrease its reliance on federal funds to less than 50 percent. The revised application was part of an effort to increase the project's FTA rating above "medium low." The tunnel project's cost is estimated to be about $12 billion.

NRLC: Federal court allows railroads to negotiate over train crew staffing

The National Railway Labor Conference (NRLC) yesterday announced that a federal court in Texas has issued an order allowing freight railroads to begin negotiations over train crew staffing with the union that represents conductors.The court's decision confirms that the union's objections to collective bargaining must be arbitrated and, in the meantime, negotiations over the railroads' proposal to redeploy conductors shall proceed, NRLC officials said in a press release.The NRLC’s largest members, including the major U.S. freight railroads, filed a lawsuit last October in U.S. District Court for the Northern District of Texas in Fort Worth against the International Association of Sheet Metal, Air, Rail and Transportation Workers, Transportation Division (SMART-TD).The union claimed that longtime labor agreements bar negotiations over crew staffing on freight trains. The railroads countered that collective bargaining is the proper forum to discuss the issue and that bargaining should proceed while the union's objections could be resolved in arbitration.The court's decision upheld the railroads' position. In particular, the court found that the union's refusal to bargain is a violation of federal law. The court ordered SMART-TD to “bargain in good faith with each of the railroads” over train crew redeployment and staffing issues, NRLC officials said.In the new bargaining round, which began Nov. 1, 2019, the railroad industry is seeking to apply new safety and operational technology to facilitate redeployment of train conductors, they said.“The court ruling allows for serious discussions over all aspects of crew staffing,” said Brendan Branon, chairman of the NRLC and the National Carriers’ Conference Committee, the bargaining representative for the major U.S. freight railroads. “The industry wants to work collaboratively with SMART-TD to shape a future, ground-based role of the
