WSP USA has appointed four employees to leadership roles in its Los Angeles office. They are Victor Martinez as office area manager and Southwest district manager; Cecily Way as office operations manager; Steven Kats as business development manager; and Claudette Moody as southwest district director for policy, strategy and government relations. In their new positions, they will work with regional management teams to deliver projects, support diversification and growth, drive strategic vision and ensure the region meets its financial goals, WSP officials said in a press release. Way was named a Progressive Railroading Rising Star in 2018.The Greenbrier Cos. Inc. released its inaugural environmental, social and governance report, which outlines the company’s corporate social priorities. The priorities include a commitment to employee health and safety, diversity practices, equal employment opportunities and talent development initiatives; the introduction of sustainable product designs; involvement in trade associations and industry-led safety coalitions; and contributions to communities through charities, Greenbrier officials said in a press release.Bombardier Transportation signed a $161 million contract with Abellio and Eversholt Rail to maintain East Midlands Railway’s 27 Class 222 diesel-electric multiple unit trains until Dec. 31, 2022. The trains will be maintained at the Derby Etches Park depot in Derby, England, Bombardier officials said in a press release. The new agreement follows Bombardier’s previous role in maintaining the fleet for the former East Midlands Trains franchise.The National Railroad Construction and Maintenance Association (NRC) has announced the availability of scholarships for tuition assistance to children or grandchildren of employees of NRC member companies. This year, three scholarships will be awarded in the amounts of $3,000, $6,000 and $12,000, NRC officials said in a press release. Applicants must be enrolled as a full-time college student at an accredited two- or four-year college, or a recent high school graduate in the process of enrolling into one. The application deadline is Aug. 30.

LIRR to eliminate grade crossing, install bridge

MTA Long Island Rail Road (LIRR) and 3rd Track Constructors crews later this week will begin installation of a new rail bridge and underpass tunnel to eliminate a grade crossing at Covert Avenue in Long Island, New York.

The crossing will be reconstructed to provide a two-lane grade-separated underpass with a pedestrian sidewalk, LIRR officials said in a press release.

It still may be summer, but it's not too early for Kansas City Southern to roll out the 2019 schedule for its 19th annual Holiday Express train.

The six-car festive train will depart Nov. 27 from Shreveport, Louisiana, on this year's tour, which will stop in 20 communities in five U.S. states on 25 dates. The route will end Dec. 22 at Union Station in Kansas City, Missouri.

G3 last week marked the opening of its new high-efficiency grain elevator on a CN line in Maidstone, Saskatchewan.

Similar to the company's other modern grain elevators across western Canada, the new facility features fast truck-unloads and a railway loop track that can load a 150-car train, G3 officials said in a press release.

On the 50th anniversary of a deadly train collision in Connecticut, the National Transportation Safety Board (NTSB) and other government officials yesterday called on railroads to finish the job of implementing positive train control (PTC) to prevent similar collisions and other fatal rail incidents.

The NTSB issued its first PTC recommendation as a result of its investigation into the August 1969 accident, which killed four people and injured 43 others. The accident occurred when two Penn Central commuter trains collided just north of the Hoyt Street crossing on the New Canaan branch near Darien, Connecticut.

RailUSA LLC has named Barbara Wilson president and chief financial officer, the company announced yesterday.A 26-year veteran of the rail industry, Wilson will oversee all commercial operational and financial functions, company officials said in a press release. Previously, she was president of Wells Fargo Rail, where she managed more than $8 billion in assets and led a 215-person team in growing the business through acquisitions."Barbara’s expertise in strategic planning, financing, acquisitions and integrations in the rail sector, along with her strong reputation and relationships throughout the industry, are a great value add for RailUSA,” said Evan Harwood, RailUSA board director and managing director at Equity Group Investments, the lead investor in the company.Also yesterday, RailUSA announced the promotions of Charles Hankerson to vice president of operations, and David Pope to general manager of the Florida Gulf & Atlantic Railroad (FGA).In his new role, Hankerson will oversee day-to-day operations, including railway operations and commercial growth at both of RailUSA's lines, the FGA and Grenada Railroad. He joined RailUSA last year as FGA's general manager. Previously, Hankerson worked for Canadian Pacific and Norfolk Southern Railway.Pope, who joined RailUSA early this year, has transitioned from assistant GM of FGA and is now responsible for all operational and commercial aspects of the line. Previously, he served stints at R. J. Corman Railroad Group,, Genesee & Wyoming Inc., RailAmerica Inc. and Norfolk Southern Corp.

Gov. Murphy orders NJ Transit to release monthly rail performance metrics

New Jersey Gov. Phil Murphy earlier this week signed an executive order to require New Jersey Transit to share its rail performance metrics with the public on a monthly basis. 

Beginning in November, NJ Transit is required to release a progress report of its performance metrics starting with data from October. The reports will also include historical information dating to 2017, according to a press release issued by Murphy’s office.

TransLink to increase SkyTrain service

TransLink yesterday announced that beginning Sept. 3 it will add six new trains to its SkyTrain network in Vancouver, British Columbia.

The addition of 24 new cars in service will increase passenger capacity by 9 percent on the Millennium Line and by 5 percent on the Expo Line during peak times, TransLink officials said in a press release.

The New Orleans Regional Planning Commission (RPC), in partnership with the New Orleans Regional Transit Authority (RTA), this week will host its final three open houses to gather public input on New Links, a proposed redesign plan for public transportation in greater New Orleans. 

The study's goal is to develop recommendations for a network redesign that aims to improve the public transit across the Orleans, Jefferson, and St. Bernard parishes, according to the project webpage.

The career and networking fairs are designed to deliver training and job opportunity information to  disadvantaged workers and communities throughout Chicago, and lead to a more diversified workforce on the RPM and other CTA construction projects, authority officials said in a press release.

Steven Bradbury, general counsel of the U.S. Department of Transportation (USDOT) since November 2017, is being tapped to serve as the department's acting deputy secretary, the American Association of State Highway and Transportation Officials (AASHTO) reported.

Bradbury's new duties as acting deputy are in addition to his current duties as general counsel, according to the AASHTO Journal.

Pennsylvania panel to host hearing on proposed Amtrak service expansion

A Pennsylvania state subcommittee on railroads will hold a hearing later this month on whether a second daily service should be added to Amtrak's Pennsylvanian train schedule.

At the Aug. 28 hearing, experts are expected to discuss the potential for freight and passenger-rail service in western Pennsylvania, particularly in Blair County.

U.S. Class Is as of mid-July employed 140,703 workers, down 0.46 percent since mid-June and down 4.56 percent since July 2018's count, according to U.S. Surface Transportation Board (STB) data.Only one category — transportation (other than train and engine) — posted a gain over the four-week period. That category ticked up 0.16 percent to 5,566 people since mid-June. Executives, officials and staff assistants — at 7,756 employees — was the only category to post no change since mid-June.Month-over-month decreases in the other employment categories were as follows: professional and administrative, down 0.20 percent to 11,430 employees; maintenance of way and structures, down 0.44 percent to 31,724; maintenance of equipment and stores, down 1.7 percent to 24,936; and transportation (train and engine), down 0.12 percent to 59,291.All six employment categories posted year-over-year decreases: Executives, officials and staff assistants, down 7.91 percent; professional and administrative, down 4.78 percent; maintenance of way and structures, down 2.74 percent; maintenance of equipment and stores, down 6.96 percent; transportation (other than train and engine), down 2.2 percent; and transportation (train and engine), down 4.2 percent.

U.S. Sen. Jack Reed (D-R.I.) yesterday announced a $25 million funding package to begin renovation of Amtrak’s train station in Providence, Rhode Island.

The project will be financed with a $12.5 million grant from the Federal Railroad Administration, and will be matched by $7.25 million from Amtrak and $5.25 million from Rhode Island Department of Transportation (RIDOT), according to a press release from Reed's office.

USDOT should consider small railroads when making new rules, ASLRRA says

The U.S. Department of Transportation (USDOT) should consider the small business perspective when proposing new regulations, American Short Line and Regional Railroad Association (ASLRRA) Senior Vice President Jo Strang told the Small Business Administration's Office in preparation for a hearing on national regulatory fairness.

Strang, who oversees safety and regulatory policy for ASLRRA, commented on behalf of the nation's 603 short lines. She urged the department to consider small business needs as required under the Small Business Regulatory Enforcement Fairness Act when considering rulemakings.

Why did you pursue a career in the rail industry?
While studying to become a civil engineer, I admired the adversity it took to build a railroad across the USA. Railroading and civil engineering in my opinion are synonymous. Railroads developed standards that are still used today across civil engineering. I pursued a career with the railroad because I wanted to be part of this deep rooted industry.
 
Describe your education after high school.
I have a Bachelor’s of Science in civil engineering from the University of Illinois at Chicago and a master’s degree in infrastructure and management from the Illinois Institute of Technology.
 
How are you making a difference in the rail industry?
Over the past few years we have added capacity to our system by building mainline and yard tracks. These tracks have increased our capacity and increased the fluidity of cars across our system.
 
What is an interesting, unusual or little known fact about you?
I play rugby. 
 
What was your very first job?
I worked at a carwash detailing cars in high school.
 
What is your philosophy toward life and/or your career?
Pay it forward. We are all where we are today because someone has helped us along the way.  
 
What is your advice to new railroaders who want to advance their careers?
Hone your leadership skills. People are what run the railroad. The better you know your people the better results you can expect.
 
What do you think will be the biggest trend to affect railroading over the next decade?
The use of modern technology like drones to inspect bridges and smart phones to house rule books and eliminate paper copies.
