MTA issues final proposed 2020 budget, four-year financial plan

The Metropolitan Transportation Authority (MTA) last week presented its final proposed 2020 budget and four-year financial plan, which includes $253 million in higher farebox revenue than projected in the July plan due to increased ridership across the system.

The proposed budget includes no budget-driven service cuts and advances the agency’s Transformation Plan aimed at dramatically improving service and delivering significant reforms for taxpayers and commuters, MTA officials said in a press release.

CN conductors, rail yard coordinators could strike as of Nov. 19

The Teamsters Canadian Rail Conference, which represents 3,200 CN employees who serve as train conductors and rail yard coordinators in Canada, notified CN that it intends to strike as of Nov. 19.The union issued a formal strike notice on Nov. 16. CN continues to negotiate "in good faith" to reach an agreement before the strike deadline, said Rob Reilly, CN executive vice president and chief operating officer, in a press release.CN offered binding arbitration to the union, which declined the offer, he said."If a settlement cannot be reached this weekend, we will once again encourage the union leadership to accept binding arbitration as an alternative to disrupting the Canadian economy," Reilly said. "We remain committed to constructive talks to reach an agreement without a work stoppage.”Meanwhile, CN is laying off 1,600 employees as freight volume declines amid trade tensions and a weakening North American economy, The Globe and Mail reported last week.The layoffs will affect managers, office employees and unionized rail workers across CN's U.S. and Canadian network, according to the report."The company is adjusting sources to demand," a CN spokesperson told the newspaper, without being specific about the number of layoffs.

Tomorrow, Metro Transit and BNSF Railway Co. will mark the 10th anniversary of Northstar commuter-rail service in Minneapolis.



On Nov. 16, 2009, Northstar launched service on a 40-mile line between downtown Minneapolis and Big Lake, Minnesota, on right of way owned by BNSF. Stations are located in Elk River, Ramsey, Anoka, Coon Rapids and Fridley. Northstar Link buses serve rail riders traveling to and from St. Cloud.

Tumlin most recently was a principal at Nelson/Nygaard Consulting Associated, where he led a number of neighborhood plans aimed at accommodating thousands of new residents by mitigating traffic and promoting better transit services.

The Orange County Transportation Authority’s board earlier this week adopted the 2019 Measure M2 Next 10 Delivery Plan, which sets project and program priorities for a 10-year period through 2026.

The plan aims to support a balanced transportation system in the Southern California county. The transportation improvements cited in the "Next 10" plan — from enhanced transit services to improved roads — were promised to voters as early as possible through the Measure M sales tax referendum now known as OC Go, authority officials said in a press release.

He previously served as chairman, chief executive officer and founder of The Williams Capital Group LP, and Williams Capital Management LLC, UP officials said in a press release."Chris is a highly regarded financial services industry leader who brings a unique combination of strategy development, business experience and financial acumen to our board," said UP Chairman, President and CEO Lance Fritz. "His breadth of experience from founding his own firm, combined with his work on other boards of directors, will be very beneficial to Union Pacific."Williams is a member of the board of directors for The Clorox Co., Ameriprise Financial and privately held Cox Enterprises Inc. He previously served for 10 years on the Walmart Stores Inc.'s board. Williams also served as chairman of the advisory board at Tuck School of Business at Dartmouth College until June 2019, and currently serves on the board of the Lincoln Center for the Performing Arts.

The Metropolitan Atlanta Rapid Transit Authority's (MARTA) board yesterday approved a $646 million agreement with Stadler Rail for the purchase of 254 new rail cars, with an option for another 100 cars.

The procurement is the single largest for either organization, and represents a milestone in MARTA's capital improvement program aimed at more efficient performance and improved rider experience, agency officials said in a press release.

FRA proposes rule requiring states to create grade-crossing action plans

The Federal Railroad Administration (FRA) this week proposed a rulemaking that calls on states and the District of Columbia to develop action plans or update existing ones to make grade crossings safer.Published in the Nov. 7 Federal Register, the proposed rule would require 40 states and D.C. to develop grade crossing action plans, and 10 states to update plans they've already made and report steps they've taken to implement their plans. The 10 states — Alabama, California, Florida, Georgia, Illinois, Indiana, Iowa, Louisiana, Ohio and Texas — were previously required to develop grade crossing action plans by the Rail Safety Improvement Act of 2008.The rule's purpose is to reduce accidents at grade crossings nationwide. Comments on the proposed rule are due Jan. 6, 2020.FRA's proposed rulemaking was made in response to the Fixing America's Surface Transportation (FAST) Act mandate that the FRA promulgate a regulation requiring states to create grade-crossing action plans.

Toronto Transit Commission settles benefits fraud case

The Toronto Transit Commission (TTC) announced Nov. 13 it settled a benefits fraud lawsuit against health care benefits administrator Manulife.In 2014, the TTC and Manulife launched a joint investigation after whistleblower tips suggested that fabricated receipts were being provided to TTC employees by health care service provider Healthy Fit. Some employees filed claim reimbursements with the receipts, but either no product or service was obtained, or the receipt amounts were inflated, TTC officials said in a press release.In 2015, Healthy Fit shut down in the wake of the investigation, and in 2017 proprietor Adam Smith was convicted of two counts of fraud and was sentenced to two years in a federal prison. Since 2015, the TTC has saved nearly CA$7 million a year in benefits paid for claims on orthotics, orthopedic shoes, compression stockings, and leg and arm braces, commission officials said.The TTC filed the lawsuit in 2016 against Manulife for failing to detect the benefits fraud scheme. Terms of the settlement weren’t disclosed.

"The TTC is pleased to see this matter resolved in a way that allows both companies to move forward with a renewed commitment to preventing benefits fraud and penalizing those who commit it," commission officials said.

An internal investigation continues at the commission.To date, 254 employees have been dismissed, or resigned or retired, and an additional 14 have been disciplined, TTC officials said. Nine former employees were convicted for their part in the scheme.

DART approves $9.6 million in Dallas street repairs

The Dallas Area Rapid Transit's (DART) board has approved $9.6 million in street repairs in Dallas, including those near light-rail service.The repairs will be part of 13 projects that include the design and construction of quiet zones around DART light-rail lines, sidewalk zones on DART bus routes and traffic signal priorities, as well as improvements to bus stops, pedestrian crossings and bus lanes.Dallas city officials will take the lead in procuring, constructing, supervising, inspecting and making any future changes to the repair plans, DART officials said yesterday in a press release.The repairs are part of an agency-approved street repair policy that permits DART to cooperate with service area cities to accomplish needed street repairs.

MTA taps McCord as chief transformation officer

The Metropolitan Transportation Authority (MTA) yesterday announced Anthony McCord will be chief transformation officer to lead the New York City agency’s first reorganization in 50 years.McCord has over 25 years of experience in industrial services and infrastructure roles focusing on transformation and change management, MTA officials said in a press release.Most recently, McCord worked at Veolia as site director at the University of Montreal Health Center. Previously, he was chief executive officer of the international division in the Middle East and in Canada at Bouygues Energies & Services, and held several leadership positions at Air Liquide Group and Cryolor SA. At MTA, McCord will be tasked with leading the systemwide reorganization that was mandated by New York State legislation to enact reforms to end waste, fraud and abuse.“I’m thrilled to join the MTA at this historic moment, and to lead the authority through a complete transformation that will reimagine the largest transportation system in North America for the future,” McCord said. “I look forward to getting to work so that we can focus on delivering improved service for our 2.5 billion annual riders through the transformative work ahead of us in the upcoming Capital Plan.”McCord’s selection is subject to MTA board ratification later this month, and he is expected to start his position in mid-December. He will report to the board.

PATCO obtains BUILD grant to reopen Franklin Square Station

The U.S. Department of Transportation awarded the Delaware River Port Authority (DRPA) a nearly $12.6 million grant for the Port Authority Transit Corp. (PATCO) Franklin Square Station reopening project, the authority announced earlier this week.

The $30 million project calls for rehabilitating the Franklin Square rail station in Philadelphia, which has been shuttered since 1979. The project involves improvements to the station’s civil, structural, mechanical and electrical systems, DRPA officials said in a press release.
