BART announces fare hike for 2020

Bay Area Rapid Transit (BART) will increase rail fares by 5.4 percent effective Jan. 1, 2020, to keep up with inflation and support capital needs, agency officials announced yesterday.

Under the fare hike, the price of short trips will increase by 10 cents and a longer trips will increase by 40 cents.

Illinois panel seeks applicants for grade-crossing grants

The Illinois Commerce Commission's (ICC) Transportation Bureau is accepting applications for funding of grade-crossing projects until Jan. 15, 2020, the agency announced yesterday.Proposed projects submitted by the deadline will be considered for inclusion in the fiscal-year 2021-2025 Crossing Safety Improvement Program, ICC officials said in a press release.Each year, the ICC prioritizes safety improvement projects at grade crossings on local roads and authorizes the use of Grade Crossing Protection Fund (GCPF) grants to help counties, townships and municipalities pay for eligible safety improvements.Since FY2010, $3.25 million in state motor fuel tax receipts are transferred each month from the Motor Fuel Tax Fund to the GCPF. The amount provides the GCPF with about $39 million annual to be used specifically for crossing safety improvements on local roads and streets. The funds cannot be used for grade-crossing safety improvements on the state road or highway system. The Illinois Department of Transportation funds those projects through the State Road Fund, ICC officials said.The GCPF is typically used to help pay for warning device upgrades, grade separations (new and reconstructed), grade separations (vertical clearance improvements), pedestrian grade separations, and interconnects, or upgrading the circuitry at crossings where the warning signals are connected to the adjacent traffic signals so that the two systems' operations are synchronized.

VIA Rail posts Q3 ridership increase

VIA Rail Canada Inc. logged a nearly 7 percent increase in ridership and a 1 percent increase in passenger revenue in third-quarter 2019 compared with the same period last year. 

VIA posted total passenger revenue of CA$113.4 million, an increase of CA$1.1 million compared with the previous year’s quarter. Total revenue reached CA$119 million, according to VIA Rail’s financial report.

STB to revise railroads' waybill sample reports

The Surface Transportation Board (STB) is soliciting comments on proposed revisions to the "waybill sample" reporting that railroads submit to the board.The proposals are part of the board's revisions to rate review procedures, STB officials said in a press release.Waybill sample data is used in variety of contexts, including exemption decisions, stratification reports, traffic volume and rate studies and certain rate cases.Under the current system, waybill sampling rates vary based on the number of carloads on a railroad's waybill. The STB is proposing to simplify the sampling rates for non-intermodal carload shipments and to specify separate sampling strata and rates for intermodal shipments.The proposed changes would create a more robust waybill sample that would assist the board in its decision-making and analyses as well as other users of the data, without creating an undue burden on railroads, STB officials said.Comments on the proposed changes are due Jan. 28, 2020.

The Port Authority of New York and New Jersey (PANYNJ) in October handled 666,381 20-foot equivalent units (TEUs) of cargo, a 1.2 percent increase over the previous October record of 658,708 TEUs set in 2018. 

The numbers also represent the third largest cargo volume handled in any month in the port's history, PANYNJ officials said in a press release.

All rail services, including MTA’s New York City Transit (NYCT) subway, the Metro-North Railroad and the Long Island Rail Road (LIRR), will run normally today and will be monitored for schedule changes.

U.S. representatives and local officials last week marked the receipt of a $14.4 million federal grant to construct a new Metra commuter-rail station in Glen Ellyn, Illinois, the second busiest stop on the Union Pacific West line. 

In October, the Federal Highway Administration awarded the grant to the village through its Congestion Mitigation and Air Quality Improvement program, which funds transportation projects that improve traffic flow and decrease vehicle emissions.

North American rail volume dipped in Week 47

U.S. freight railroads logged 521,927 carloads and intermodal units for the week ending Nov. 23, a 10.6 percent increased compared with the same week last year — which included the Thanksgiving holiday — according to Association of American Railroads (AAR) data.

Total carloads for the week were 251,901 units, up 7.6 percent compared with the same week in 2018, while U.S. weekly intermodal volume was 270,026 containers and trailers, up 13.5 percent.

Gov. Tom Wolf announced late last week that he intends to nominate Yassmin Gramian to serve as the state's next secretary of the Pennsylvania Department of Transportation (PennDOT).

Gramian, who now serves as PennDOT's executive deputy secretary, will succeed Leslie Richards, who is leaving the department to become general manager of the Southeastern Pennsylvania Transportation Authority (SEPTA) in January. Gramian will assume the role of acting secretary as of Dec. 6.

CN launches post-strike recovery plan

CN last week announced it was implementing a recovery plan following the end of an eight-day strike.The strike — which involved more than 3,000 CN conductors and rail-yard workers — caused CN's network to run at about 10 percent of capacity, company officials said in a press release.Every strike day can cause several days of backlog, requiring time for the network to return to its pre-strike operation levels, they said."CN remains focused on growth and is already in recovery mode as our employees return to their normal shifts,” said JJ Ruest, CN's president and chief executive officer. “Overriding emphasis will be placed on safety as we implement a disciplined and progressive ramp up to avoid congestion that can overwhelm parts of the supply chain that are the most vulnerable.”As it initiates the recovery plan, the railroad will remain in direct contact with customers to collect feedback on the progress, CN officials said.Last week, CN and the Teamsters Canada Rail Conference announced they had reached a tentative contract agreement, ending the strike.

Rail supplier news from AECOM, Alstom, Saft, Moment, LAN and Ports America (Nov. 27)

AECOM has been awarded a framework contract to provide technical support for the design and construction stages of the Lyon-to-Turin high-speed rail line, a key element of the Trans-European Transport network that will connect Italy and France. At the heart of the project is a twin bored base tunnel that will be the longest railway tunnel ever built, AECOM officials said in a press release. Working in an international joint venture, AECOM has been appointed as delivery partner to the Tunnel Euralpin Lyon Turin. The company will help with the design, procurement and construction of the civil works, rail systems and the environmental protection measures for the rail line.

The Northwest Rapid Transit Consortium extended its existing public private partnership contract with Sydney Metro to operate and maintain a 41-mile, 31-station line from Rouse Hill to Bankstown, Australia, by 2024. Under the $385 million contract, Alstom will be responsible for the project management, design, supply, manufacturing, testing and commissioning of 23 six-car fully automated Metropolis trains and the Urbalis 400 communication-based train control signaling system. Meanwhile, Alstom also signed a $473 million contract with Metropole Aix-Marseille-Provence to develop, supply and install the operating system and equipment for automatic operation on the Marseille Metro in France. Alstom will commission 38 new trains and modernize passenger information inside the metro stations. The new trains are scheduled to enter service in early 2024.

The International Tunneling Association (ITA) last week recognized the Los Angeles County Metropolitan Transportation Authority’s (LA Metro) Regional Connector as the Project of the Year at the association's fifth annual Tunneling Awards event in Miami. 

The $1.2 billion project will extend LA Metro’s underground light-rail system 1.9 miles from Little Tokyo/Arts District Station to the 7th Street/Metro Center Station in Los Angeles. The extension will include construction of three stations, with one station to be built 120-feet below ground, the deepest station in Los Angeles.

Ohio, Washington state regulators OK funds for grade-crossing projects

Earlier this week, state regulators in Ohio and Washington approved funding for safety upgrades at grade crossings.The Public Utilities Commission of Ohio (PUCO) approved a subsidy agreement to allow OHI-Rail Corp. to make upgrades at two crossings in Carroll and Stark counties, commission officials said in a press release.The PUCO will provide the funds from the State Grade Crossing Protection Fund to cover part of the projects' costs.OHI-Rail will use the funding to upgrade LED lights at the Line Street grade crossing in Minerva, Carroll County; and upgrade LED lights at the Bonnie View Avenue crossing in Minerva, Stark County. Both projects will be completed by Nov. 21, 2020.The PUCO is responsible for evaluating Ohio’s public crossings to determine the need for installing active warning devices. Funding from the State Grade Crossing Protection Fund may not exceed $5,000 per project.Meanwhile, the Washington Utilities and Transportation Commission approved nearly $120,000 in grants for the Central Washington Railroad Co. to make improvements at 20 crossings in eastern Washington.The commission approved Grade Crossing Protective Fund grants for battery replacements at 18 crossings and battery replacements and LED warning light upgrades at two crossings, commission officials said in a press release.The grants range between $5,100 and $5,700.

APTA releases three-year strategic plan

The American Public Transportation Association (APTA) yesterday released its three-year strategic plan to guide the association through 2023 and serve as the foundation on which to build the future of the industry.APTA's board approved and adopted the plan in October, APTA officials said in a press release. The plan focuses on four key priorities: championing investment by building diverse partnerships that broaden public transportation’s support, supporting state and local transit initiatives and being an advocate for increased federal funding;  leveraging new mobilities services and technologies by collaborating with mobility providers, setting new industry standards and performance metrics and sharing best practices for incorporating new service models and technologies, and expanding initiatives that promote new models and technologies through pilot programs;  developing the industry’s workforce by serving as a resource for for attracting, training and retaining employees, hosting leadership programs, and assisting agencies to anticipate changing skill sets; and  enhancing safety, security and system resilience by providing standards, research, data, training and ideas for practices and policies, as well as supporting agencies in making data-driven decisions, and working with policy-makers and researchers to address homelessness. APTA’s Immediate Past Chair David Stackrow led the development of the plan, and its implementation will be led by APTA Chair Nuria Fernandez. APTA activities and resources will be aligned with the strategic goals as part of the annual business plan.
