FAA proposes rule to better identify drones

The Federal Aviation Administration (FAA) last week announced a proposed rule that would require unmanned aircraft systems (UAS), or drones, to include remote identification technology so that law enforcement and federal security agencies can identify them while they are flying in their jurisdiction. 

The proposed rule calls for drones to have the ability to transmit identification and location information to other airspace users and people on the ground.

South Dakota DOT to negotiate sale of Sioux Valley Line

The South Dakota State Railroad Board earlier this month authorized the South Dakota Department of Transportation (SDDOT) to negotiate the sale of Sioux Valley Line to L.G. Everist Inc.The board made its decision after deliberating nine proposals it received for the purchase of state-owned rail lines. In June, the board authorized SDDOT to prepare packages for the purchase of any or all of the lines.In addition to authorizing SDDOT to enter negotiations with LG Everist for the acquisition of the Sioux Valley Line, the board decided to reject the other operating proposals that were received, state transportation officials said in a press release.Those offers included proposals on the Britton line, Mitchell to Rapid City (MRC) line, Napa to Platte line and the Wolsey Interchange. There were no proposals submitted for the Yale line located near Huron.With the rejection of the proposals, those lines will remain the state's property and will continue to be operated by the current lease/sublease holders, state officials said.The state acquired the rail lines after the 1980 Milwaukee Road embargo, which resulted in a bankruptcy filing and possible abandonment of the lines. Since acquiring them, the state has restored and expanded rail service along the lines.South Dakota Transportation Secretary Darin Bergquist said that state officials are pleased the board agreed to move forward with negotiations for the Sioux Valley Line."Although we are disappointed with the result of proposals for the other lines, we learned a lot by going through the process and feel there will be other opportunities for future solicitations," Bergquist said. "The goal is to get these rail lines back in the hands of private entities, as long as it is the best interest of the state of South Dakota."Final action on non-operating proposals and lease holder proposals that were received will be decided after negotiations are complete on the Sioux Valley Line, state officials said.

Vossloh Tie Technologies named Eliseo Bandala chief executive officer to succeed Peter Urquhart, who will retire Dec. 31 after a 40-year career. Bandala is a 23-year employee of Vossloh and its subsidiary Rocla Concrete Tie Inc. Previously, he was CEO of Cleveland Track Material and regional president of Vossloh North America. As CEO, Bandala will be responsible for all activities within Vossloh Tie Technologies, including Rocla and Austrak in Australia. He also will serve as president and managing director of Vossloh Fastening Systems North America. In other Vossloh news, Brett Urquhart was appointed executive vice president of sales and marketing, Vossloh officials said in a press release. Progressive Railroading named Urquhart a Rising Star in 2015. Transdev North America named Laura Hendricks president of Transdev Services to succeed Mike Setzer, who is moving into part-time retirement. Hendricks will be a member of Transdev’s North American Executive Committee and will report to CEO Yann Leriche. Previously, she held executive roles at XPO Logistics, Valspar and Merry Maids, and was chief executive officer and board member of Coach America. Setzer will serve as client and operational adviser to Leriche and Hendricks, Transdev officials said in a press release.Keolis Group will operate and maintain the future Line 1 of the Abidjan Metro in Cote d’Ivoire, the company announced in a press release. Keolis will ensure operational review of the system during the project's construction phase. The news comes after Cote d’Ivoire authorities approved a technical and financial offer submitted by the Societe des Transports Abidjanais sur Rail, an Abidjan rail transport company.TranSystems Corp. hired Greg Munden as southeast transit market sector leader and vice president. Munden has more than 15 years of experience in management, civil and rail engineering, and construction. He has provided civil and rail engineering design and program management services to Class I, industrial, high-speed, commuter, heavy transit and streetcar clients, TranSystems officials said in a press release. Munden serves on committees at the American Railway Engineering and Maintenance-of-Way Association and American Public Transportation Association.

New Orleans RTA restores some streetcar service

The New Orleans Regional Transit Authority (NORTA) late last week restored streetcar service to the Union Passenger Terminal Amtrak station in New Orleans.

Since October, NORTA’s streetcar has suffered service disruptions and suspension on four of five lines following the collapse of the Hard Rock Hotel that was under construction near Canal Street. The collapse killed three and injured more than 19 people, local media reported.

The Port of Quincy has begun the first phase of a project to expand its intermodal terminal located on BNSF Railway Co.'s mainline in Quincy, Washington, port officials announced earlier this week.

Phase I entails adding gravel surfacing of 90,000 square feet for container storage on the terminal's east and north sides to accommodate an increase in ocean container freight that moves by truck from the Port of Quincy to the ports of Seattle and Tacoma.

DART backs new nonprofit to coordinate regional transit solutions

Dallas Area Rapid Transit (DART) and other North Texas entities earlier this week launched a nonprofit organization to develop transportation opportunities in the Dallas County Inland Port. The Dallas County Inland Port Transportation Management Association (TMA) is made up of employers, developers, transit agencies and local governments to help connect workers and companies to various transportation solutions in the Inland Port, a 120-square mile area that encompasses five cities and nearly 90,000 residents, DART officials said in a press release."This TMA provides a public-private partnership for strengthening the transportation access that is needed for this inland port to realize its tremendous economic potential,” said Inland Port TMA chair Alberta Blair. “This partnership will now give the Board of Directors as well as our executive team the ability to begin to move forward to provide transportation opportunities for the workforce, now and into the future."The TMA was launched Dec. 18 at the Inland Port Transportation Symposium at the University of North Texas at Dallas. During the symposium, DART and other local agencies shared next steps for the nonprofit organization, including plans to develop a service plan, select providers and execute membership agreements."Developing transportation choices is a critical part of improving the quality of life for all North Texas residents," DART President and Executive Director Gary Thomas said. "The tremendous growth and opportunities we see evolving in the Dallas Inland Port will continue to be an important driver of economic development in the community."

New York Gov. Andrew Cuomo yesterday proposed a new plan for developing high-speed rail service on Amtrak's Empire Corridor in New York.

Cuomo will task a panel of engineers to reexamine past high-speed rail plans and recommend a new plan for how to build high-speed rail for the corridor, which connects the state through New York City, Albany and Buffalo.

U.S. Class Is employed fewer people in November

As of mid-November, Class Is employed 133,225 people, down 1 percent from mid-October's level and down 10.58 percent from November 2018's count, according to Surface Transportation Board (STB) data.

All six workforce categories posted month-to-month employment decreases.
They were: executives, officials and staff assistants, down 0.31 percent to 7,629 employees; professional and administrative, down 0.83 percent to 10,910; maintenance of way and structures, down 0.28 percent to 31,242; maintenance of equipment and stores, down 1.72 percent to 23,370; transportation (other than train and engine), down 0.35 percent to 5,438; and transportation (train and engine), down 1.31 percent to 54,636.

The Metropolitan Transportation Authority (MTA) will make 20 additional New York City Transit (NYCT) subway stations fully accessible under Americans with Disabilities Act (ADA) standards in its proposed $51.5 billion 2020-2024 capital plan.

With the addition of the new stations, a total of 70 subway stations will receive $5.2 billion in capital funds toward projects to make the stations ADA accessible, MTA officials said in a press release.

Freight-rail union calls on FRA to require air brake valve replacement

The SMART Transportation Division freight-rail union is calling on the Federal Railroad Administration (FRA) to issue an emergency order requiring that outdated air brake valves on freight rail cars be replaced immediately.SMART TD officials estimate that tens of thousands of model DB-10 air brake valves have remained in use beyond their fixed lifespan. In cold weather, the valves can leak air, causing freight-train operators to lose braking capabilities, union officials said in a press release."Having the ability to engage emergency brakes on freight locomotives isn’t a luxury, it’s a necessity,” said SMART TD President Jeremy Ferguson. "It’s time for the FRA to ensure the valves that enable emergency braking on freight locomotives work properly."The freight-rail industry is not unaware of the safety issue, union officials said. In 2013, the Association of American Railroads issued a maintenance advisory to replace and repair the malfunctioning valves. Recommendations were made to carriers about rectifying the situation, but so far, fixes have not been satisfactory, SMART TD officials said.The union's leaders allege that "too many railroads have been reluctant to replace old parts in a thorough way because of the potential delays it could cause to customers" and now replace the valves a "catch-as-can" basis.“The FRA and the Association of American Railroads have known about this issue for too long and have done too little to address it in a timely fashion,” Ferguson said. “The safety of the public and all railroaders should never be compromised for the sake of productivity.”Ferguson's petition to the FRA comes after emergency stopping capability was lost on two different trains in North Dakota because of outdated DB-10 air brake valves, according to SMART TD.The union is encouraging its members to document and report safety concerns around the valves.

U.S. House Transportation and Infrastructure Committee (T&I) Chairman Peter DeFazio (D-Ore.) and U.S. Rep. Tom Malinowski (D-N.J.) are calling on the Pipeline and Hazardous Materials Safety Administration (PHMSA) administrator to thoroughly analyze the potential impacts of transporting liquefied natural gas (LNG) by rail tank car.In a Dec. 18 letter, DeFazio and Malinowski urged PHMSA Administrator Howard Elliott to conduct the analysis of public and environmental risks, and apply stringent safety protections and operational controls when LNG is transported by rail car through communities.The congressmen's letter was sent in response to a notice of proposed rulemaking published by PHMSA in late October. PHMSA, in coordination with the Federal Railroad Administration, proposed the rule to permit the transport of large quantities of LNG throughout the country by rail tank car. The comment period closed Dec. 23. However, earlier this month PHMSA granted a special permit to Energy Transport Solutions to move LNG from Pennsylvania to New Jersey, "without appropriate research and analysis of the safety risks to communities and no opportunity for the public to address operating conditions," the congressmen noted in a press release.

CP raises millions for food banks during 2019 Holiday Train tour

Canadian Pacific announced Tuesday that more than CA$2.49 million was raised and 238,393 pounds of food were collected for local food banks and shelves during the 21st Annual CP Holiday Train's North American tour, which wrapped up earlier this month.

Although the 2019 numbers are preliminary, CP estimates the Holiday Train has raised more than CA$16.7 million and collected 4.7 million pounds of food since its inaugural journey in 1999.

The Virginia Railway Express (VRE) Operations Board last week announced it agreed to consider making a financial contribution to a second rail crossing over the Potomac River. 

Preliminary discussions between VRE and Virginia’s Department of Rail and Public Transportation (DRPT) have identified the possibility of debt issuance and pay-as-you-go contributions to help fund the $1.9 billion bridge, VRE officials said in a press release.

The Federal Railroad Administration (FRA) has extended its deadline for applications to the Restoration and Enhancement Grant Program for intercity passenger-rail service.

The deadline for applications has been extended by about a month to Feb. 5, 2020. Additionally, the program has received $1.9 million in additional funds as a result of the fiscal-year 2020 Appropriations Act, which was signed into law late last week.

MTA New York City Transit (NYCT) last week reopened the 168 Street subway station in New York City, after a nearly year-long effort to replace and upgrade elevators at the 100-year-old station. 

The project, completed on budget and ahead of schedule, also included improvements to lighting, communications equipment and an emergency staircase, NYCT officials said in a press release.

BLET members ratify contract with Indiana Rail Road

The Brotherhood of Locomotive Engineers and Trainmen (BLET) have ratified a new collective bargaining agreement with the Indiana Rail Road Co. (INRD).Ballots were counted Dec. 5 and members passed the measure by a 5-to-1 majority, BLET officials said in a press release.The new agreement governs wages, benefits and work rules for about 50 members. The agreement runs through 2023 and provides compounded general wage increases of 20.35 percent and retroactive back pay dating to June 30, 2017.INRD is a 250-mile regional based in Indianapolis. The BLET members who work for the INRD belong to Division 204 and are a part of the CSXT-Western Railroad Lines General Committee of Adjustment.
