GO Transit to increase rail service

Metrolinx on Sept. 5 will increase its GO Transit rail service to accommodate an anticipated uptick in demand as Ontario riders return to school and the workplace during the COVID-19 pandemic.

GO Transit is resuming rush-hour service on all lines, returning the Stouffville weekend train and reintroducing four trips between the West Harbour GO to Union stations.

Pandemic hammers Capitol Corridor's ridership levels

The Capitol Corridor passenger-rail service in California last month continued to log ridership levels far below average due to the ongoing impact of the COVID-19 pandemic.

Last month, the Capitol Corridor carried 18,382 passengers, down 87.5 percent from July 2019's count. Revenue fell 87.3 percent to $400,636, Capitol Corridor Joint Powers Authority (CCJPA) officials said in a monthly performance report.

Mexico's rail agency sets rate regs for certain chemicals, petrochemicals

The Rail Transportation Regulatory Agency of Mexico has established rate regulations related to the transportation of several chemical and petrochemical products in southern Veracruz, the agency announced Aug. 17.

The regulations apply to service provided by Ferrocarril Mexicano S.A. de C.V. (Ferromex), Ferrosur S.A. de C.V. and Kansas City Southern de Mexico.

The city is exploring possibilities for closing the existing funding gap to construct and operate a Northside-Southside light-rail expansion; and explore less capital-intensive options for high-capacity transit within the corridor.

Feds approve IANA exemption request for inspector training

The Federal Motor Carrier Safety Administration has approved the Intermodal Association of North America's (IANA) exemption request for equipment inspectors' training, IANA officials announced yesterday.IANA applied for the exemption so a chassis mechanic could be qualified as an equipment or brake inspector, provided that he or she has successfully completed a training program consistent with the intermodal-recommended practices described in the IANA Guide to Chassis Inspection and Repair.Without the exemption, an individual must have a combination of training or experience totaling at least one year for qualification, IANA officials said in a press release.In requesting the exemption, the association maintains that a performance-based approached to training can be as or more effective than time-based training, they said."The anticipated benefits from this exemption are industry-wide, including greater safety, reduced roadside breakdowns and improved customer service," said IANA President and Chief Executive Officer Joni Casey. "This will also lay the groundwork for the recruitment of much needed industry resources."Between 25,000 to 30,000 mechanics across the United States are now qualified to work on intermodal equipment. The industry's need is closer to 40,000 mechanics, however.

Citing health and safety concerns, a coalition of attorneys general representing 14 states and the District of Columbia yesterday filed a lawsuit against the U.S. Department of Transportation over a new rule that would allow for bulk transportation of liquefied natural gas (LNG) by rail.

The Pipeline and Hazardous Materials Safety Administration (PHMSA), in consultation with the Federal Railroad Administration, finalized the rule in June to allow LNG to be transported in rail tank cars. Prior to the rule, a special permit was needed for transporting LNG.

Four federal agencies have issued an advisory document to help non-federal public and private entities understand federal laws and regulations that may apply to the capabilities to detect and mitigate threats posed by unmanned aircraft systems (UAS) operations.

The advisory was developed by the Department of Justice (DOJ), Federal Aviation Administration (FAA), Department of Homeland Security (DHS) and the Federal Communications Commission (FCC). It provides a brief overview of provisions in the U.S. criminal code enforced by DOJ, as well as federal laws and regulations related to aviation safety and efficiency, transportation and airport security, and the radio frequency spectrum administered by the FAA, DHS and FCC.

The South Coast Rail Constructors joint venture has submitted the lowest competitive bid for the Massachusetts Bay Transportation Authority’s (MBTA) South Coast Rail expansion project, Tutor Perini Corp. announced yesterday. 

The anticipated contract value is about $403 million. The project scope includes construction of about 25 miles of trackway and signal systems, and four new MBTA commuter-rail stations.

The estimated $700 million of proceeds from the bond sale will go toward track replacement, tunnel repair, station improvements and train-control system upgrades of the San Francisco-based system, BART officials said in a press release.

TriMet advances Steel Bridge light-rail work

The Tri-County Metropolitan Transportation District of Oregon (TriMet) this week reached the halfway point on major repairs of the MAX light-rail system on the Steel Bridge over the Willamette River in Portland.

East Fall Church Station is reopening ahead of schedule after being closed as part of a project to reconstruct outdoor platforms at four Orange Line stations. Meanwhile, Arlington Cemetery Station is reopening after being shuttered since March due to the COVID-19 pandemic.

In July, the Port of Long Beach, California, marked the busiest month in the port's 109-year history, as terminal operators and dockworkers moved 753,081 container units, topping a record set two years ago.

The previous single-month record of 752,188 20-foot-equivalent units (TEUs) set in June 2018 was surpassed by nearly 900 TEUs, port officials said in a press release.
