Feds: CSX to pay $2.2 million in penalties for derailment, oil spill

The federal government and state of West Virginia this week announced a proposed settlement that calls for CSX to pay $2.2 million in penalties for water pollution violations related to a 2015 train derailment and subsequent oil spill.

Under the proposed terms, CSX will pay penalties of $1.2 million to the United States and $1 million to West Virginia, according to a press release issued by the U.S. Environmental Protection Agency (EPA).

CSX beat expectations for Q2

CSX posted a boost in profit, revenue and a record quarterly operating ratio for second-quarter 2018 — indications that the Class I's scheduled railroading operations model has begun to pay off, company officials say.

CSX reported yesterday second-quarter net earnings of $877 million, or $1.01 per share, compared with $510 million, or 55 cents per share for the same period a year ago.

NYSDOT awards $19 million to expand CSX's DeWitt terminal

The New York State Department of Transportation (NYSDOT) has awarded $19 million in state funding toward a CSX rail-yard expansion in the town of DeWitt in central New York.

The project will create central New York's first inland port, which will allow for containerized freight to be moved between the Port of New York and New Jersey (PANYNJ) and CSX's DeWitt terminal, NYSDOT officials said yesterday in a press release.

CSX announces senior exec changes

CSX Corp. has appointed Mark Wallace executive vice president sales and marketing, and Diana Sorfleet, executive vice president and chief administrative officer, the Class I announced yesterday.

Wallace joined CSX in March 2017 as executive VP corporate affairs and chief of staff, and was named executive VP and CAO in January.

CSX will reopen its hump yard operation at Radnor Yard in Nashville, Tennessee, the Class I confirmed yesterday.CSX closed the yard's hump a year ago as part of its shift to a scheduled railroading operational model. Proposed by then-Chief Executive Officer E. Hunter Harrison, the shift resulted in converting 12 CSX hump yards to flat switching facilities.However, the Class I now plans to reopen the hump at Radnor Yard to address several factors, a CSX spokesperson said in an email."The principles of scheduled railroading are based on the premise that we continuously seek opportunities to optimize the network and enhance customer service," the spokesperson said. "Given the footprint complexities of flat switching at Radnor Yard, we will improve network fluidity, optimize train starts, and dramatically reduce out-of-route train miles and switching costs by re-opening the hump."As CSX officials refine the railroad's operating plan in Nashville and elsewhere, "we will identify opportunities to rationalize existing yards and other infrastructure," the spokesperson said."This will allow us to continue to eliminate unnecessary steps and drive improved service," the spokesperson added.

CSX revives plan for North Carolina intermodal hub

CSX Corp. will build an intermodal hub in North Carolina, but it will be a scaled down version of the plan the Class I announced two years ago.Known as the Carolina Connector or CCX, the new "traditional intermodal site" will be built on the CSX mainline in Edgecombe County, North Carolina Department of Transportation (NCDOT) announced yesterday. CSX will run the facility.NCDOT, which reached an agreement with CSX to build and operate the hub, will invest up to $118.1 million for site development and roadway construction, department officials said in a press release.Once the contract is executed, site development work will begin, they said. The center is expected to be completed in 2020.CSX originally intended to build a hub-and-spoke intermodal facility in the county, but put its plans on hold in November 2017 to reassess its long-term business model. NCDOT remained in contact with CSX to ensure the North Carolina would remain in consideration, department officials said.The revised plan calls for a 330-acre site. Trucks will bring in cargo containers to a rail yard, where they'll be transferred to trains. "This facility will make eastern North Carolina even more attractive to businesses looking to grow by offering a logistical solution to industry shipping challenges," said NCDOT Secretary Jim Trogdon.

A CSX train derailed last night in southwest Indiana near Princeton, causing a number of rail cars to catch fire.

The train derailed at about 8:10 p.m. about an hour from Evansville. Preliminary reports indicated a release from a rail car containing propane, a CSX spokesman said in an email.

CSX recognizes 64 companies for chemical safety efforts

CSX Corp. yesterday honored 64 of its customers with the Class I's annual Chemical Safety Excellence Award.The award is distributed annually to recognize customers that safely ship more than 600 carloads of hazardous materials during the year. The recognition honors customers committed to safe procedures, such as securing valves and closures properly, and safe loading, CSX officials said in a press release.This year, CSX recognizes two customers that reached 10 consecutive years of safety excellence: Aux Sable Liquid Products Inc. and United Refining Co. The companies join "an elite group of customers with impressive safety records," including Azko Nobel Chemicals Inc. (14 years) and Kemira (16 years), CSX officials said."Like CSX, this year's Chemical Safety Excellence Award winners understand that operating safely is a never-ending pursuit that requires constant vigilance and dedication to best practices," said Bryan Rhode, vice president of public safety, health and environment for CSX. CSX hires consultant to conduct safety assessment

CSX Corp. has selected global consulting firm DEKRA Inc. to conduct a comprehensive assessment of the Class I's safety performance.The assessment is a "key component of CSX's intensified focus on improving safety performance for its employees, customers and the communities in which it operates," according to a CSX press release.DEKRA's assessment of CSX will begin in June and is expected to be completed in fall, they said."We look forward to this independent assessment where we will learn about areas of opportunity to further enhance our safety performance to be the best in the industry," said CSX President and Chief Executive Officer James Foote.Foote announced earlier this month at this year's annual shareholders meeting that CSX would put more resources into safety. In addition to hiring the consulting firm, the Class I would soon announce a new safety officer, he said at the time.

Report: CSX to beef up safety resources

CSX Corp. will put more resources into safety, company executives said at the annual shareholders meeting held late last week in Jacksonville, Florida.

President and Chief Executive Officer James Foote told shareholders that CSX soon will announce a new chief safety officer and is bringing in an outside consulting firm to help with safety issues, according to a report by WJCT News.

CSX posts record first-quarter earnings

CSX Corp. yesterday announced first-quarter 2018 earnings that surpassed analysts' estimates and a profit that nearly doubled compared with a year ago, as the Class I continued to cut costs and advance its scheduled railroading model.

CSX reported record Q1 2018 net earnings of $695 million, or 78 cents per share, compared with $362 million, or 39 cents per share in the same quarter last year.

CSX-served Inland Port Dillon opens in South Carolina

The South Carolina Ports Authority (SCPA) yesterday officially opened the new Inland Port Dillon, the authority's second inland facility to handle intermodal rail cargo.

Inland Port Dillon uses an existing CSX intermodal train service to handle container movements to and from the Port of Charleston's seaport facilities, authority officials said in a press release.

CSX Corp. is in the process of selling 176 miles of rail lines in Alabama and Georgia to HGS Railway Holdings Inc., according to a notice filed with the Surface Transportation Board.Once acquired, the rail lines will be operated by HGS subsidiaries HGS-ATN and HGS-FCR as Class III railroads.HGS-ATN is acquiring 121 miles in Alabama, which will be leased to Alabama & Tennessee River Railway LLC. HGS-FCR is acquiring 55 miles in Atlanta, which will be leased to Fulton County Railway LLC.

Ohio panel OKs CSX grade crossing projects

The Public Utilities Commission of Ohio (PUCO) yesterday authorized CSX to upgrade safety devices at eight rail crossings in Marion.CSX will install new flashing lights and roadway gates at the following locations: Main Street/State Route 4 (two crossings); North State Street (two crossings); Oak Street (two crossings); Prospect Street North; and Prospect Street South.CSX must complete the projects by April 4, 2019, according to a PUCO press release.Federal funding will account for 75 percent of the project costs; CSX will pay for the remainder. Since PUCO began evaluating the state's public grade crossings to determine the need for active warning devices, the annual number of train-motor vehicle crashes in Ohio have fallen from 356 in 1990 to 68 in 2017.

CSX targets 60 percent operating ratio by 2020

CSX will aim for a 60 percent operating ratio by 2020 and revenue growth at a compound annual rate of 4 percent by 2019-20, the company announced today at its annual investor and analyst conference in New York City.

At the conference, CSX officials were expected to outline plans to build on the scheduled railroading model, increase efficiency, control costs and grow the business.
