CSX ceases plan to expand Baltimore tunnel

Managing EditorCSX has dropped plans to help develop and fund an expansion to the Howard Street Tunnel in Baltimore.The long-planned tunnel reconstruction and clearance work would have eliminated height restrictions, enabling double-stacked intermodal trains to move to and from the Port of Baltimore.CSX and the state of Maryland previously agreed to provide a combined $270 million toward the project's estimated $425 million cost, with the state seeking federal dollars to fund the remainder.However, given the operating changes that the railroad’s new leadership team has instituted over the past several months while adopting precision scheduled railroading (PSR) and based on an updated network evaluation, it was determined that the project no longer justifies the level of investment required from the Class I and its public partners at this time, CSX officials said in an emailed statement.Intermodal is an important part of the railroad's business and CSX is committed to supporting the freight-rail needs of its customers and the port through frequent and reliable on-dock service, they said."This business decision is in no way a reflection on the leadership of Gov. [Larry] Hogan, who has supported this initiative to the greatest degree possible on behalf of the businesses and citizens of Maryland," CSX officials said. "[We] appreciate the partnership we have developed with the state and we look forward to continuing the dialogue with our partners about our new operating plan."CSX has been implementing PSR since March. The new operating plan is designed to drive better service performance for customers, boost efficiency and improve safety. CSX moves first unit coal train from Kentucky plant

American Resources Corp., through its subsidiary Quest Energy Inc. and Deane Mining LLC, has shipped its first unit train of thermal coal from a previously idled Mill Creek coal preparation plant in Letcher County, Kentucky, the company announced late last week.

The plant's operation is made possible in part through the start of the Access Energy underground mine, which belts directly to the plant's raw coal stockyard, according to a press release issued by American Resources.

CSX honored for national defense support

CSX has been selected as a recipient of the National Defense Transportation Association's (NDTA) 2017 Distinguished Service Award in recognition of the railroad's "invaluable support of the organization's goals and aims."

The NDTA is a nonpolitical, nonprofit educational association that works to benefit national security and defense by sharing information about logistics, transportation and passenger travel services.

CSX holds off investor conference

CSX Corp. announced yesterday that it would postpone its investor conference scheduled for Oct. 30.The postponement follows yesterday's news that three of CSX's top executives — Cindy Sanborn, Fredrik Eliasson and Ellen Fitzsimmons — would leave the company next month. Additionally, President and Chief Executive Officer E. Hunter Harrison announced yesterday that James Foote will join the company as chief operating officer."Our team continues to build momentum and the addition of Jim increases my confidence in our ability to serve customers and deliver shareholder value," said Harrison in a press release. "I am more confident than ever in CSX’s ability to achieve industry leading operating and financial performance and look forward to showcasing our leadership team at a future date." Also yesterday, CSX said its board authorized $1.5 billion in share repurchases, which builds on the $1.5 billion program recently completed.

CSX announces executive team shake-up

CSX Corp. announced today that three of its top executives — Cindy Sanborn, Fredrik Eliasson and Ellen Fitzsimmons — will leave the company effective Nov. 15.

Executive Vice President and Chief Operating Officer Sanborn and Executive Vice President and Chief Sales and Marketing Officer Eliasson will resign. Fitzsimmons — who serves as executive vice president of law and public affairs, general counsel and corporate secretary — will retire, according to a CSX press release.

CSX posts revenue, income gains in Q3

CSX Corp. today reported third-quarter net income increased 1 percent to $459 million, or 51 cents per share, compared with $455 million, or 48 cents per share, during the same period a year ago.

Excluding a $1 million restructuring charge in this year's Q3 results, adjusted earnings per share remained at 51 cents.

Pennsylvania DOT slates meeting for removal of road bridge over CSX tracks

The Pennsylvania Department of Transportation (PennDOT) later this month will hold an open house for its plan to remove the McBride Viaduct vehicular bridge over CSX tracks in Erie.The project involves removing the 1,170-foot bridge and all piers, steps and ramps. In addition, PennDOT will install fencing to prohibit pedestrians from crossing the tracks.The open house will take place Oct. 25 in Erie. The McBride Viaduct runs between East 12th Street and East 19th Street. The structure spans multiple sets of CSX tracks.The McBride Viaduct was built in 1938 and has received major rehabilitations since. However, the bridge has been deemed "structurally deficient and functionally obsolete" due to the poor quality of its structural elements, according to the project's website.As part of the plan to remove the viaduct, PennDOT entered a preliminary engineering agreement with CSX. The demolition plans were then submitted in September 2016.

Hurricane update: CSX recovers from Irma, NS steps up donations

CSX was able to quickly restore service throughout the areas affected by Hurricane Irma and continues to improve in key service metrics as the railroad implements its new model of precision scheduled railroading, President and Chief Executive Officer E. Hunter Harrison announced yesterday.

After the hurricane slammed Florida on Sept. 10 with devastating winds and flooding, CSX re-established rail service in most of the Southeast United States within hours, into and out of northern Florida within 24 hours, and throughout the vast majority of the state within a week, according to a CSX press release.

CSX again named to Dow Jones Sustainability Index

CSX Corp. has been named to the Dow Jones Sustainability Index for North America for the seventh consecutive year, the Class I announced yesterday.

The listing recognizes the company's sustainable and responsible business practices. CSX was the only U.S.-based railroad and one of three transportation companies included on the North American index this year, according to a press release.

STB resets CSX listening session for next month

The Surface Transportation Board (STB) announced yesterday that it rescheduled the public listening session on CSX's recent service problems for Oct. 11 at its Washington, D.C., headquarters.Earlier this month, the board postponed the listening session that had been scheduled for Sept. 12 because Hurricane Irma was bearing down on Florida at the time, and STB members understood that CSX and rail shippers needed to focus on storm preparedness tasks.The listening session will enable CSX executives to discuss the railroad’s operational issues and service recovery efforts associated with implementing precision scheduled railroading. STB members also will hear testimony from rail shippers and other stakeholders affected by service disruptions.Shippers, railroads and other stakeholders that wish to participate in the listening session must file a notice of intent with the STB no later than Sept. 29. Anyone who submitted a notice for the postponed session does not need to submit a new notice for the rescheduled session, but can amend or withdraw the notice if desired, STB officials said in a press release. The board had received more than 20 notices for the original listening session.The STB has been monitoring CSX's service performance since July following informal complaints from numerous shippers. As part of that oversight, the board's staff holds weekly calls with CSX senior managers and receives weekly service metrics from the Class I. In addition, the STB's Rail Customer and Public Assistance office has been working with affected shippers to resolve some service disruptions.

CSX cuts workforce by 3,700 so far in 2017

CSX Corp. has eliminated 2,700 jobs so far this year, as the Class I works through its transition to a more efficient operating plan, Chief Financial Officer Frank Lonegro told investors at a conference last week.

In addition to the 2,700 employees, CSX has eliminated 1,000 contractor and consultant positions, Lonegro said during a presentation at the Cowen & Co. Global Transportation Conference held in Boston.

CSX launches Pittsburgh intermodal terminal

CSX this week began operations at its new Pittsburgh intermodal terminal in McKees Rocks, Pennsylvania, the railroad announced yesterday.

The terminal offers shippers a new transportation option to move freight to and from Western Pennsylvania, CSX officials said in a press release.

CSX listening session postponed due to hurricane threat

The National Hurricane Center's latest projected track of Hurricane Irma has prompted the Surface Transportation Board (STB) to postpone its Sept. 12 listening session concerning CSX's rail service issues, the board announced yesterday.

The center has projected landfall in southern Florida early on Sept. 11. CSX's headquarters are based in Jacksonville, Fla.

CSX updates STB on restructuring plan

CSX has responded to the Surface Transportation Board's (STB) request for details on the Class I's new operating plan for the remainder of the year.

In a letter to STB Acting Chairwoman Ann Begeman, CSX President and Chief Executive Officer E. Hunter Harrison described the railroad's plan for implementing precision scheduled railroading (PSR) across the CSX network and throughout its organization.

STB slates listening session on CSX service issues

The Surface Transportation Board (STB) will hold a public listening session Sept. 12 to hear from CSX about its recent rail service problems and efforts at recovery, the board announced yesterday.

The hearing also will allow rail shippers and other stakeholders to report on the repercussions of CSX's rail service problems and their experience with the railroad's actions to restore service to acceptable levels, STB officials said in a press release.

CSX revises service metrics to better reflect performance

CSX has revised the way it calculates its service metrics to more accurately reflect the Class I's operational performance, company officials announced yesterday.The revised metrics address train velocity, terminal dwell and cars online."CSX is transitioning to precision scheduled railroading, which focuses heavily on service to customers and asset utilization," said President and Chief Executive Officer E. Hunter Harrison in a press release. "These revised service metrics give us a more accurate understanding of how we are performing and where there are additional opportunities for improvement."The revised metrics are as follows:
• Train velocity now includes a train's end-to-end time, and accordingly, speed. The previous definition only counted time on line of road, and excluded intermediate dwell time for crew changes, freight car pick-up or set-off, or other work events at an intermediate yard. The updated definition includes intermediate dwell, reflecting the true speed of a train from origin to destination, and will help identify all opportunities to move trains faster and more reliably from origin to destination.
• Terminal dwell now includes all car dwell time encountered on an end-to-end trip. The previous definition excluded the amount of time a car spent at a terminal during an intermediate work event if it arrived and departed on the same train. The updated definition includes intermediate car dwell for terminal work events when a car arrives and departs on the same train.
• Cars online now measures the number of active freight rail cars on rail lines operated by CSX. The previous definition included all cars that were last reported on a line operated by CSX, which counted several categories of inactive freight rail cars.
 
To help users analyze the company's performance history, CSX restated its 2016 and 2017 train velocity and terminal dwell performance data using the definitions. The data, along with 2017 cars online data, are available on the company's website.Yesterday's announcement follows recent reports of shippers' complaints and regulators' concerns about a deterioration of CSX service as the railroad restructures under Harrison's leadership.In a letter to the Rail Customer Coalition last week, Harrison said CSX is "addressing aggressively" its customers' service issues.
